According the JLCPCB bom-list there are three chips with source “my parts”.
All others are JLC-(basic- or external-) stock.
Does that mean, the customer has to source STM32F446 MCU, DRV8323 driver and LD39050 and solder them?

I just had a quick look and all three are in stock at LCSC
STM32F446
DRV8323
LD39050
So I think you could get them to fabricate from this stock. Maybe he preferred to provide his own? Not sure
