This LM298 exploded badly while driving a NEMA 17 stepper at 24V, it was pulling 1.4 amps. Not excessive I think so I was pretty chill.

Did you use a battery? Some batteries can supply a very high current. If something they supply fail for some reason, the energy supply can be very high and cause fires, and it is not safe. Therefore you should always use appropriate fuses with batteries above some level for safety reasons. This could be a reason.
